Transferring money between my accounts on hold.

Hello! I am not selling any products or services; I am just trying to transfer my money from one account to the other. I am also new to paypal, so my recent activity regarding both accounts may be suspicious. In addition, I am using a vpn, so it may seem like my account location keeps changing from the management's perspective. I would like my transfer to be successfully completed asap as it is really inconvenient to wait 3-7 days for such a small matter. I tried talking to customer service but they aren't available atm. I am afraid they won't be available anytime soon too so is there anyway I can fix this? It is a really small amount ($20) but it is not my money so I really don't want it to take too long or my accomplice might get irritated.
