The seller changed their mind about my purchased after two weeks of the item been paid! And just want me to cancel the purchase and refund me? After I just wait for this, It’s this allowed to do? Don’t the seller supposed to honor the sell and sent the item? Are they allowed just to change their mind and cancel? Even after two weeks?

You can't force a seller to sell to you, you can open a dispute if they don't refund you.
