A seller has charged me higher sales tax based, on their business location (California - 8%) instead of purchaser's location (Wisconsin 5.5%). There are confusing laws regulating if, and how much, sales tax should be charged by the seller. What should the correct rate be based on? The item was directly shipped as a gift to a third state (Minnesota - 7%?) which further confuses how much I owe. The seller refuses to refund the difference. Not a big amount until you multiply it by thousands of others who are being charged more than they should.
