Request Refund for a Payment in Completed status

Hello! How can I cancel a payment that is already in 'completed' status when the seller advised that my payment is not yet credited on their end?

If its completed on your side then it has successfully arrive to the email address that is linked to an open paypal account that you sent it to.

So if you sent it to the correct email address then the seller has received it.

However do you mean its on hold in their paypal account?

If so then read this as any hold is between them and paypal and nothing to do with you.
