Refund eBay buyer with held funds

I'm trying to refund an eBay buyer; but the funds are on hold by paypal. What do I do?

You can issue a refund from cleared funds in your paypal balance OR via a bank account.
Even if the held funds were available you may not have enough as paypal do not return the fee you were charged when your buyer paid as part of any refund you issue so you may have to add the fee amount to your balance to use any funds in that balance once released.
However if the buyer opens and wins a dispute then paypal may well use those 'held' funds and refund the buyer and then put your account into negative for the fee amount.
Advice is voluntary.
