Problem with International blocking

I have an International customer who has tried at least 5 times to check out and gets an error message saying I only accept purchases from US addresses. I checked my settings and have "No" on blocking non-US addresses. I called paypal yesterday and they set it on their side to "No" for blocking, but still, the customer can't complete her purchase. I called paypal again today and their setting was back on "Yes" to block International sales. They reset it again and still my customer can't finish her purchase. Does this have something to do with the new security changes made about two months ago? The "No" option keeps reverting to Yes.
