Payment declined issues

I want to get paid from a freelance platform UpWork as a foreigner but PayPal is rejecting the payment. Can anyone help me with this problem? Thanks

We appreciate you reaching out to the community.  Depending on the country your PayPal account is registered under, your account might only have the ability to send funds.  If your country is send only, you wouldn't be able to receive payments.
