PayPal refund issue

I am based in London UK. I recently paid for an item from a seller in USA. Item cost $275 (After currency exchange= £203). The US seller incorrectly advised that due to Covid he could not ship to U.K. and refunded my payment of $275. However, PayPal only refunded £196. A loss of £7. The US seller realised his shipping error and I re-purchased the item at $275. PayPal then charged £203, therefore profiting an additional £7. I’m in no doubt that there is some small print on PayPal’s erm and conditions that will somehow justify this but I cannot help feeling completely ripped off. By no fault of my own I have suffered a loss.
