Mistake with payment

I sent a payment to the wrong email address and want to get a refund. I have reached out to the person who said they will be happy to send the money back, however since they have a merchant account they have incurred fees (around 7usd). They said they can refund me the amount minus the fees but would inquire if there was a way to refund it without PayPal keeping the commissions. Do you know if this can be done or does one of us have to lose these commissions? I would have thought there would be exceptions for mistakes, but I can't see anything in their help about mitigating circumstances.
