I can't use my Paypal balance to buy stuff or even send money to others using it

Hey! I've gone and linked up my debit card to this account and even fill it with some money to pay back a friend, but my problem is that I want to use my Paypal balance to do the transaction. I checked that the currency is similar to the one in his account which is EUR and I have more than enough than how much I wanna transfer. The option to use my balance is just not showing up, there's only my debit card. I even went and tried to buy things online and when it asks me to check out, there is no Paypal balance to use. Please if anyone can help, I've tried about every solution proposed in this forum.

P.S. If that can help it has barely even been a whole day after linking up my card and receiving the money in my balance.

Paypal is country specific so you have to open a paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.

You can't use another countries paypal account or change a paypal account to another country.
