Donation Transfer Funds Enquiry

Hello fellow PayPal users, 

I was wondering why I was having trouble sending over some donation funds to a charity in India. I tried to send it via their PayPal ID, i.e. their email, but I keep getting numerous notifications informing me that 'the recipient is unable to receive funds at the moment'.  Any suggestions or solutions?
