Change money being taken from bank account, to being taken from PayPal balance - how?

PayPal started taking all payments from my bank account, rather than from my PayPal balance.

Not sure why this is as I have plenty of money in my balance.

How can I change this and go back to my balance being used?

I do not know what that means
