Cannot make payments

I cannot make payments, I have an invoice to pay and the system fails with "Sorry, we weren’t able to set up preapproved payments at this time." I asked the merchant for the email so i can send the money directly and then PayPal says either:
That it couldn't recognize me to contact support
OR
Sorry, we weren't able to complete your payment at this time. Please try again later.
If you continue to encounter problems, please contact customer service.

 

I have already linked 3 bank accounts and 1 credit card (and verified it), still cannot use neither if i select "send money" option
