why do i keep getting charged extra ebay fees with each paypal transaction?

Not sure I understand you.

Ebay fees are invoiced on a monthly basis and are listed in your Ebay seller account, are you paying more than the invoice?

Paypals fee is deducted directly from your buyers payment before the remainder is credited to your paypal account balance.
