Recipient Being Short Changed?

I have Sent a value of 50,000 Peso to the Philippines, but the recipient only received 47,785.

If I send 50,000 but not give the person 50,000.

There was not indicator that a fee would be charged.

Sadly paypal have to fund the service that they provide and pay their staffs wages so you pay to use that service.
