Paypal guarantee - covers repairs?

If have pay for something to be repaired with Paypal and something goes wrong, will the guarantee apply as when I'm buying something?

Is there a general rule for services. 
What if I pay for someone to repair something, and they did not do the job correctly, would that be covered?
