Payment Gateway Charge added to normal payment

I just made a payment to Domain Central in Australia with PayPal for $AU 53.98 without tax. Domain Central charged me an extra "Payment Gateway Charge" of 2.6% + $AU 0.30 (invoice attached).

Is this normal? I know the amount is only $1.89, but I have never had this happen with any PayPal payments and it is higher then banks charge for Credit Card payments.

I would appreciate a short explanation.
