Did not receive 100% of money

I was sent $20.88 from a friend to buy something. When I went into my PayPal to accept it, I only received $12.94. He sent me the post transaction receipt showing that he sent the full $20.88 to me; yet I did not receive it. Any help?

It only shows that I revived the $12.94. There is no conversion rates, nor taxes or fees taken out.

You’ll have to call customer service. It’s a head-scratcher, that one.
