Cannot open an Account in Suriname (SMS Verification)

I'm trying to open an account in Suriname because I have a card with a billing address in Suriname, but I cannot get past the phone number verification process. I've waited days to receive an SMS but to no avail.

Is Suriname no longer supported by PayPal?

Yes you can open an account in Suriname as long as you are a resident in Suriname and have a Suriname issued phone.

However the option to receive funds is not available in that country, you can only send payments for purchases.
