transfer funds : There’s an issue with your account

hello everyone.

I would like to withdraw the money that I have on my paypal, but each time I click on "transfer funds" or "withdraw" I get an error message saying : "

There’s an issue with your account,You can contact us for help resolving it."

I have absolutely no idea about why this happen and what to do.
