refund from ebay

hi, I did not receive item that I ordered from eBay and they informed me to contact PayPal for the refund. it was simple card transaction from my end and i did not do the transaction from payapal. Ebay mentioned that transaction was done through paypal guest account and so I am not able to see the transaction. When I contacted PayPal help center they mentioned that the transaction has gone through PayPal UK and asked me to contact them. There is no response from UK paypal . Kindly let me know how I can claim refund. The seller is no longer registered in eBay for me to contact him

hola amigo me sucedios con dos artuculos que compre en ebay el vendedor nunca envio el articulos y para no perder tiempo abri un caso en paypal para que le retengan el dinero al vendedor. luego ebay me dices que el caso mio lo tiene paypal ellos deben hacerme el reembolsos.
