paypal ignore my primary setting and the bank charge me NSF item fee twice

Hey, I've used paypal a few days ago like I normally do but this one they have decided to charge it to one of my saving account which I don't normally put money in for some reason and I got hit with a 45 CAD NSF item fee + the debit amount. Then the debit amount got returned back to me again. And this morning it does it again.... I got charge another 45 CAD for NSF item fee from my bank because paypal was trying to withdrawl money from that account. This transcation was not subscription service and my primary payment is via credit card. Does anyone know why paypal is doing this ? And paypal doesn't seem to let me remove my bank entirely.
