Hello!
For the past month or so PayPal has been giving me this exact error message when attempting to add money to my PayPal wallet using iDeal (see image).
There is nothing in my notifications about this and I'm still able to add money to my wallet using my creditcard, so I doubt my account is completely blocked from adding money to my wallet.
Any help is appreciated on how to fix this!

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
