Unable to transfer fund from PayPal account to bank while on PP app

In the last couple of months I have been having the above issue.

I contacted PayPal support 3 times

 

1. A rep. from the Philippine, he suggested I uninstalled, clear cache, power down the iPhone, turn it back on and reinstall, did that but problem didn't go away

2. Second rep, again in the Philippine,  had no idea about this problem, she suggested I go to Safari within iPhone, instead of trying to resolve the problem, she wanted to find the easy way and get me off her back, 

3. Richie, this time he is in the US. this guy is very curious and embraced challenges, after trying to troubleshoot, he will look into more information and will call me back tomorrow, so the problem remains, however, Richie will call me tomorrow 1/31/2021

 

If anyone has this issue and was able to resolve, can you share how to troubleshoot? Thanks
