Unable to add American Express credit card to account

I am unable to add my American Express card to my paypal account. Whenever I try, it hits me with "Your card has been declined. Please try a different payment method." I am unsure if this is an issue on Paypal or Amex's end. I am sure the info I am entering is correct as it is the same I use to buy things on other sites. Any help would be appreciated.

Card has to be issued in your country.

Card billing address has to match the address on the paypal account.

You would need enough funds on it for the confirmation process.
