My friend sent me money a few minutes ago. It should have been a Friends and Family transaction, as he was just paying me back for something we split. But he logged it as Goods and Services. So, PayPal charged me a fee of $2! Can we reverse the transaction or is there some way Paypal can just reclassify it so that I don't get charged a fee? This is a bit absurd that just because my friend is new to PayPal that Paypal can charge me over $2 for a little friend and family transfer.

Sadly not once the payment has completed.
You could try contacting c.s. and see if they will do a goodwill refund but don't hold your breath on that one.
Advice is voluntary.
