Recipient account is blocked by Paypal- what to do?

I am trying to pay for an item I bought on Etsy from another country. Had no problems sending money, but the seller cannot receive them because her account is apparently "blocked" due to "unuse" (not true - the store is very active) and the message from Paypal to her says "funds will be released if the customer receives the item, satisfied with it and there is no other problem with the account". 

I received the item, satisfied with it, marked the button on my Paypal account. What else can I do so thet she received her money? I tried messaging Paypal, it is > 2 h and nobody answers. It is not possible to reach a human over the phone (I do not have time to sit on the line for hours). I cannot even do Paypal resolution center because I consistently receive massage "wrong sum" in a corresponding field, while it is absolutely correct. SO FRUSTRATING!!!! Please advise, thank you!!
