Payment on hold with certified customer and with delivery completed

I have a payment on hold for a week, the customer is a Paypal certified customer with a certified UK address. At the beginning the message was "complete your tracking order to get your money in 1-day", I have entered the Fedex tracking number that shows now that the goods have been DELIVERED. Still, the money is on hold after more than a week after delivery. WHAT SHOULD I DO ? I am going seriously to consider to cancel my account, no way we can live like this all the time with payments on hold...

By the way how do we contact support ??  When we click on help we are offered different option, one is "Contact Us", and when we click on it we go back to Help !!! Everything is done to avoid any contact with customers ! This is total non sense, is there a real human in this company that we can contact ??
