My payment was put on HOLD against my will

How can I as sender of money to the Paypal account of my wife confirm to Paypal that this money should not be put on HOLD, but released immediately?

If you don't use the friends/family option to send the money (which is not available in every country) then payments are sent as goods/services and the reciever may be subject to the new seller hold as per link.

If your wife marks the transaction as processed then you may have the option on your account to mark the transaction as delivery/satisfied. If you confirm this by clicking on the "Confirm Receipt" button, the funds may be released sooner. This is not always available or guaranteed. 
If not then sadly its 21 days.
