My card is declined.

In my old deleted account, it works. I decided to remove my card and deleted my account and made a new one. Now pay pal is saying "Your card has been declined. Please try a different payment method." I also removed my card before deleting the account.

Welcome to the PayPal Community! There may be a few different reasons as to why your card is being declined. I might recommend first reaching out to your card company / bank to see if there are any issues on their end. After that, I might recommend making sure all your information matches what information the bank has. If you're still running into issues after that, I'd recommend reaching out to our Customer Support teams by clicking Contact at the bottom of any PayPal page.
