Money on hold

My money has been on hold for 21 days because I'm new user and I have no previous history with PayPal. How long does this hold last? I thought it's just 21 days? I feel this is quite too long.

If there is no tracking number to add, select an order status instead by clicking "Add Tracking" in the transaction details, and then contact the sender to confirm receipt on their end to release funds. If the sender doesn't confirm receipt, and it has passed 21 days, contact PayPal customer service for assistance:

Click HELP at the top menu, scroll down to click CONTACT US, and then scroll down to click CALL US.

If am not a merchant , Then? If I don't have tracking number then? If sender confirm but also money on hold then?
