Instant transfer successful, but money isn't in my bank account

I tried to transfer my whole balance to my debit card. I did it via an Instant transfer. A few minutes later I received an email saying that the transfer was successful and the money should now be in my bank. Over 4 hours later, my PayPal account is empty and the money is still missing from my bank account.

 

Can someone tell me what went wrong?
