I still haven't recieved transfer after 7 business days

I transferred money from my bank to my paypal cash balance on August 10th it is now the 17th and I still haven't recieved my cash balance. I see the funds have cleared from my actual bank but haven't been avaliable in my cash balance. According to their own website it said I should of recidved no later then the 16th. I'm ready to call legal if I end up recieving no funds

3-5 business days, clearance date is an estimate dependent on your banks processing times.
