How to withraw after 180 days Permanent Limitation

I received an email from PayPal that money in my Permanently Limited Account is now Eligible for Withdrawal. However No BANK nor CARD was linked to my wallet before it was Permanently Limited, so how can I be able to WITHDRAW my MONEY? Because right now I tried linking a CARD to the wallet so I can Withdraw but it refused to Link, SO PLEASE TELL ME HOW I CAN WITHDRAW MY MONEY I can't link a card/bank and I can't send money from the wallet. Thanks.

If you didn't have them linked before the account was limited then you would need to contact customer services to help you access the funds.
Advice is voluntary.
