Forced to use credit card and not Debit Card or Bank Account

I have been a verified Paypal member for 17 years with no payment issues. Well Until now that is.

Now everytime I try to buy something from eBay I am only presented with the option to Pay Via my Credit card only by Paypal. 

I've tried calling - That's a Joke as I was specifically told by LIAH that and I quote " No human can change anything about paypals complex payment"
