I am sorry to know about the issue you're facing while adding a bank. Our security program considers a variety of factors at each transaction/activity to keep you safe. Any activity of adding a card/bank can often be blocked or declined if we detect any unusual or suspicious activity or not safe for your account in the future. In this case, you can try adding a bank account again after a couple of hours. Here's the link to add a bank. If you still have a problem linking your bank, you can reach Customer Support by clicking Contact at the bottom of the PayPal website.
