Paypal asks me to verify my phone number, but does not recognize the code they gave me!

I try to log in to my account and paypal asks for phone verification. They call my phone number, I enter the 4-digit code they gave me but the automated system does not recognize it and keeps repeating "please enter your code'' . After a couple of minutes the call is terminated and paypal tells me that verification failed and won't allow me to log in to my account. No other verification options offered, like sms or e-mail. When I click on alternative verification link, it just reloads the same page, asking me for phone number verification.

Why doesn't the automated system recognize the code?

Why doesn't paypal give me the option for verification through e-mail or sms?

Do you have a mobile (not landline) phone issued in your country and registered in just your name verified on your Paypal account?
Paypal are using mobile phones for i.d requirements for logging in and withdrawal funds for extra security measures.

If you go to the 'Help & Contact' icon on the PayPal website. Then if you click the 'Contact Us' link at the bottom of the page. From here, if you click the 'Password and Account Access' option, then 'Login Problems'. On the next page, you will see a 'Call Us' option. You do not need to be logged in to use this feature.
