I set up my checking account w/PayPal but when I go to make a transaction, the screen shows incorrect info - this is not my account number (correct bank though). I deleted my bank info and entered it again, same thing. Is this a security tactic by PayPal, or ...?

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
