Missing the 2nd step authenticator and changed my phone

Hi, I have a problem with another account where I am missing the second step authentication and I had to change my phone number. Unfortunately can not find help online about this and there is no one to contact in the costumer service. My money is stuck but I have all other information needed to access the account. What can I do about this? Can Paypal at least resend the money I received there back to the senders accounts? Thanks
