How to turn off "Approvals" for managing users

I turned "on" approvals for managing users. All requests to add or change users are now routed through an approval process. It trying to stop this routing, customer service instructed me to delete the approvers.
Now all requests go to a pending status and are stuck since there is no one to approve them.
Who is best to contact in Paypal to turn off the "Approvals" for managing users?
Customer Service individuals did not know about the Approvals feature (the new dual control routing feature) or how to turn it off.
Any help is greatly appreciated.
