Creating a paypal cash account issue with proof of address.

I'm trying to set up my paypal so I can keep money in it, but my driver's license got rejected as proof of address. It has been updated within the last 12 months so I'm not sure why it got rejected. I've moved so I had to update it. Despite it being originally issued in 2018, it shows that it was updated in 2020 on the card. I have no utility bills so this is the only proof of address I have. Can anyone give me some advice?

Proof of address
These documents must be dated within the last 3 months to be considered acceptable:
- Current utility bill dated within the last 3 months
- Bank, credit card, or financial statement
- Cell phone bill
Advice is voluntary.
