Commercial Entity Agreement how to accept

We are told from a filed support ticket that we need to accept the Commercial Entity Agreement in our  business account.

We go to legal, than commercial documents, then to commercial entity agreement there isn't a spot/link/button to accept the agreements.

We are unable to process charge cards from our clients, they are being denied.

We have called and filled out support request merchant help.

How do we activate so we can use our account as a business.

Please help us.
