I created my paypal account around 2015, at the time I was unaware of how paypal functions and I am only learning now recently that I created an account that was not within my country. I have recently received royalties from BLURB INC. and I am having challenges accessing these funds. I am aware I have to close the account and create another one. Is it possible to have Paypal access my account and refund the funds I received through BLURB INC. be refunded back to them so that I can be able to close this account.
