Can't set up a new paypal account?

I'm trying to setup a new paypal account for my business, but It's asking me for an American location. 

e.g. asking me for a zip code and a state. I live in the UK so I can't get past this part. 

I'm not using any VPN service, so this doesn't make any sense...
