Paying return postage for incorrectly supplied item

I ordered a battery powered chainsaw from Shenzhen and paid via PayPal. The order receipt correctly recorded this. The tracking was a nightmare as the supplier kept changing websites. I was sent a piece of chain with two handles on it. I complained to the supplier Who did not respond. I raised a complaint with PayPal who agreed a refund from the supplier. In order to get the refund I had to pay £7.35 return postage!!!!! I think this is outrageous as it is clearly their mistake. PayPal should strike off people who behave in this manner.
