Ebay has already paid me for sales. Why is PayPal wanting $$, too?

Ebay changed their giving to charity program on June 1st.  

  Now PayPal wants me to pay them for $$$ that Ebay has sent to me directly?  

I have already paid the charity with the funds sent to me by Ebay. 

Why is this happening?
