I recently went through a transaction with someone who I know lives within the US but their “ship to” address when I look at their profile is for Barsha, Dubai. Is this normal or do you believe that they are committing fraud or scamming me?

In my experience, this is a huge red flag. And it can be phishing bait if you are determined to get the money or ask for private info, because you could break PayPal Terms and Conditions in the process. I'm no expert, but refund them and contact Paypal ASAP.
