I shipped an item to Germany and gave buyer the Tracking ID and asked them to contact the Customs to receive the item. During the 4 weeks while the item was there buyer was waiting for customs to contact them but he did not provide me the phone number until I had already shipped the item. On that ground he filed a claim for refund. Now the parcel is in German Custom again. How do I explain Paypal the situation that he has to collect the item after paying required taxes?
