How to get refund after claim closed for invalid reason

My claim was denied and closed based on seller sending validation of item received by me. The item received was worthless and totally not what I paid $ for. This is clearly buyer abuse. The item sent is not the advertised item..... I received a worthless item (a chain) the value of which is less than $2 .... the item ordered (a Makita cordless chainsaw kit.....$99.95) was not sent. The company behind this transaction is a scammer and must be stopped. How do I get resolution ... I cannot find a way to get help from PayPal.. any suggestion would be appreciated. Somehow this buyer abuse must be stopped..Thanks
