File complaint against PayPal. PayPal supporting fraud buyers beware

So ripped off by the buyer only option as you cant escalate cases anymore is to close case or upload shipping info, buyer offering full refund provided you ship back the fraudulent item first so the seller can ship it to someone else, so get ripped off then you have to pay to ship and insure it and track it so pay what you paid originally and you ur still out of pocket.
but wait you can get up to 40$us coverage through PayPal for shipping but you have to upload proof you paid then wait for them to process and return your money so even though you are ripped off and PayPal is supporting fraud and businesses allowed to use continue to use them as a payment platform PayPal has clearly gone down hill in supporting illegal's fraud businesses that rip people off and left to jump through all the hoops in hoping to get there money back.
and when you want to file a formal complaint against PayPal there's no option for that either
PayPal seems to protect the seller and does nothing to help the buyer, even when proof is given to PayPal that it is fraud, only option is to go to your credit card company and file a claim there which they agree with the evidence provided to them to give you back and you don't have to ship anything back.
